This picture depicts a scene of Kobe after disaster. This scene is very different from Kobe's splendid past. I believe this is after an earthquake as many buildings are tore down.Even for those that stood tall after the earthquake are with cracks. Earthquake weakens the foundation of the building , creating cracks.I would not be surprised if the affected buildings were to fall.

I believe that the scale of earthquake measured by the ritcher scale should be rather high as the destruction is ghastly, especially due to the collapse of infrstructure, as seen in the picture. The collapse of infrastructure such as buildings and bridges are a common occurence in an event of an earthquake .
It is not surprising that no life can be seen within the area. As those who are lucky to be still alive would have fled,in fear of after shocks, on the other hand, the rest of the people would be either dead , or are stuck in the below the crumbled buildings.
The ones suffering the greatest are the family of those crushed under the crumbles of the building and the ones crushed under the crumbles of the buildings itself. Perhaps it would be better to be dead as they are relieved from their pain however, The feeling of losing a loved one is dire.
The destruction that is brought by the earthquake is massive. Many innocent people lost their lifes and there would be more lost of life if they did not receive emergency relif in time. This is highly possible as the roads could be block due to the collapse of infrastructure.

There would also be an outbreak of diseases due to the poor sanitation in overcrowded shelters. Millions of dollars would be needed spent on rebuilding efforts.
The photographer probably took this picture let the world be aware of what is happening in Kobe, so as to seek help from other country for this crisis.
